Ministry of Social Justice and Empowerment

The Ministry of Social Justice & Empowerment is entrusted with the welfare, social Justice and empowerment of disadvantaged and marginalized section of the society viz. Scheduled Caste, Backward Classes, Persons with Disabilities, Aged Persons, and victims of Drug Abuse etc. Basic objective of the policies, programmes, law and institution of the Indian welfare system is to bring the target groups into the mainstream of development by making them self-reliant.


National Handicapped Finance and Development Corporation

The National Handicapped Finance and Development Corporation (NHFDC) has been set up by the Ministry of Social Justice & Empowerment, Government of India. NHFDC functions as an Apex institution for channelising the funds to persons with disabilities through the State Channelising Agencies (SCAs) nominated by the State Government(s)


National Trust

The National Trust is an autonomous organization of the Ministry of Social Justice and Empowerment, Government of India, set up under the "National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities" Act (Act 44 of 1999). The National Trust was set up to find an answer to the worries of parents – "What will happen to my child when I am no more?"


Rehabilitation Council of India

The mandate given to RCI is to regulate and monitor services given to persons with disability, to standardize syllabi and to maintain a Central Rehabilitation Register of all qualified professionals and personnel working in the field of Rehabilitation and Special Education. The Act also prescribes punitive action against unqualified persons delivering services to persons with disability.


Office of the Chief Commissioner for
Persons with Disabilities

The Office of the Chief Commissioner for Persons with Disabilities has been set up to mandatorily take steps to safeguard the rights of persons with disabilities. The Chief Commissioner is authorised on his/her own motion or on application to look into complaints relating to deprivation of rights of persons with disabilities; and non-implementation of laws, rules, bye-laws, instructions issued by appropriate authorities for the welfare and protection of rights of the disabled.

In January 1997 Shishu Sarothi shifted to its present location in Birubari, on land granted by the government of Assam, and its name changed to Shishu Sarothi, Centre for Rehabilitation and Training for Multiple Disability.
